Energy Efficiency Management, Inc. understands that local governments are under tremendous economic strain, like everyone else these days. We also recognize that local governments want to deliver to their residents green programs and opportunities to maximize energy efficiency for all residents.
We also understand that eventually, green applications will become more than just voluntary measures for cities. Legislation such as, AB 32 and AB 811 will have a profound effect on local government budgets, resources, and districts. In addition, as green and energy efficiency moves to the forefront, many residents will continue to want and demand, more green services and energy efficiency measures from their local governments.
Currently many opportunities exist to for local governments to adopt and deliver cost effective green energy efficient programs. Our firm will be able to assist any local government to help reach the community, by helping to deliver the message, of the value and importance of cost effective green energy efficiency audits and related retrofits.

We will deliver this message enthusiastically and clearly to local residents and community groups, helping them to understand the paramount importance and wonderful opportunities surrounding this issue, and how they fit into the solution. The important note here, is that without a clear understanding, by local residents and community groups of the true value of energy efficiency for their home or business, opportunities will be minimized.
The Housing and Economic Recovery Act (HERA) of 2008 and the American Recovery and Reinvestment Act (ARRA) of 2009 has created such an opportunity for many communities. The Housing and Urban Development (HUD) administered Neighborhood Stabilization Program (NSP) and the NSP II competitive based programs along with Energy Efficiency Community Development Block Grant funds, State Energy Program (SEP) funds, and Property Assessed Clean Energy (PACE) or clean energy assessment districts (AB811) are all prime examples of how Energy Efficiency Management, Inc. will work with local governments to create a valuable and lasting Green Energy Efficiency program and cost effective Deep Green Energy Retrofit program for all demographics and socioeconomic groups in any community. This will allow agencies to create an opportunity to lower utility bills for low to moderate income families, an often overlooked segment of the community with respect to deep energy retrofits, and at the same time reduce green house gas emissions through quantifiable data, pro-actively addressing AB 32 and their agencies climate action goals. We have the knowledge and expertise to guide you through this process.
According to HUD (for example), any NSP action plan amendment must describe or reference what rehabilitation standards it will apply for NSP-assisted rehabilitation. HUD states “HERA defines rehabilitation to include improvements to increase the energy efficiency or conservation of such homes and properties or to provide a renewable energy source or sources for such homes and properties. Such improvements are eligible under the regular CDBG program. HUD strongly encourages grantees to use NSP funds not only to stabilize neighborhoods in the short-term, but to strategically incorporate modern, green building energy-efficient improvements in all NSP activities to provide for a long-term affordability and increased sustainability and attractiveness of housing and neighborhoods.” This is an attainable program that can be utilized by any local government.
The majority of buildings occupied by homeowners in many areas often predates energy codes and is considered existing buildings. Existing homes in the United States account for 70% of the home stock. Furthermore, estimates show that 30% of the energy used by these homes could be saved by cost effective energy efficiency measures. Therefore, having systems in place, to assist homeowners in this endeavor before such energy saving measures become mandatory, and requiring homeowners to improve the performance of their existing homes, will make good sense to residents and make housing more affordable.
We will work with municipal governments to create cost effective, clean, quick, project specific and creative solutions to green and energy efficient projects for cities or counties, and for their residents. Our goal is to save you money on green and energy efficient programs whenever possible. Local governments will benefit from our knowledge of green applications and energy efficiency measures. As previously noted, we will also assist cities and counties with community outreach programs, to inform residents about green and energy efficiency efforts and resources in their community.
